This error is caused by riteSCAN version 6.44 or higher finding a license file present from a previous version.
Starting with version 6.44, licensing is done using an Product Key rather than a license file.
To resolve this error:
1) Delete or rename the existing ritescan.rlf file from the server. The default location for this file is C:\Program Files (x86)\riteSOFT\riteSCAN Web Service\
2) Register riteSCAN using the new procedure found here: Register riteSCAN Version 6.44 or higher
